Just a guess, but some people are claustrophobic in elevators and mirrors make a space seem bigger. Maybe the designers are doing it so people feel comfortable.

I personally think it's nice to have a last chance to check my hair or whatever before arriving where I'm going.

To make the time pass faster. People who are preoccupied with their reflections will perceive the time spent in an elevator to pass more quickly.
