You can use Ctrl + Shift + Delete to open the task manager. Using this method you will see what programs are running on your system. Alt + Shift + Delete does not do anything on my system therefore I can't say if that is an actual command.

CTRL+Shift+Esc opens Task Manager on Windows XP.

There are many ways to find out what's running in your pc.
ctrl+alt+delete <-- is just one of them.

You can also just rightclick on any empty space on your taskbar and click "task manager" and that also brings up task manager.
