Well in the USA the President is the ultimate civil servant. So every civilian is his boss technically. So civilian trumps president as the president always has to explain his actions to his constituents and seek thier approval.

Both won't give us freedom. Freedom is what one has to prefer. The real freedom is the freedom from the bondage of life and selfish interests for physical pleasures. One who relieved from such interests can understand a King of Hell and Servant of Heaven are both equal - Presidentship is not merely a position or the name of the Chair, but a very heavy responsibility that needs far sight and vision for the well-being of a great lot of people of different categories who are striving for an earning, life.
