Adobe Dreamweaver is program you want. It may seem kinda hard to use at first, but where ever you start this is the program you will end up using in the end.

Depends on your experience.

Beginners often start with Frontpage and then move onto Dreamweaver.

If you are looking to make a website with not much experience in graphic creation or web design you may want to start of using a website creator. 1and1 hosting has a decent one that they offer when you buy a domain from them with hosting included on it. Go www.1and1.com and check out what they have.

I use Notepad++, but if you want a graphical tool, try NVU.
