can americans really be considered celtic, even if they have never been brought up in or lived within a celtic culture ie. scottish/irish

My dad is Celtic, from the south west of england, he has black hair and blue eyes, and my mum is from the south east of england where i live now. i count myself as half celtic i suppose but never really thought about it. i have blue eyes and naturally brown hair. but i dont know if im not just because i have never lived anywhere further west than London, so i dont know anything about the culture (but neither does my dad or his family) so there is very little existing celtic tradition except where they like to think there is in scotland and ireland etc.

I'm Celtic and I'm from North America. I can't change that anymore than I can change the tides.
