When I boot with nothing but the PSU, RAM and graphics card, the processor fan works, some of the power connections show power to them, but I get no monitor activity (not even an attempt to trigger the monitor), no power up beeping, no LED lights. So, I know I have power to parts of the board but everything I've tried has failed to get it going. Before I scrap it, anything else I should try? Thanks in advance.

Try removing all of the PCI cards and whatnot. Also, try removing the RAM and see if it beeps...if it does, it MIGHT not be the motherboard. If you do not know how to troubleshoot farther, take it to a professional.

Remove the RAM - see if it beeps at you.

Also you can 'bench-test' the system by running it outside the case to see if it is shorting to the case itself.

To 'bench-test' it, just run it with processor only, no graphics card or RAM. It should beep at you, if a speaker is hooked up to it.

If you're handy, open the case take a good look at the motherboard. Any bulging capacitors? Anything leaking? It does sound like a motherboard issue. You can find motherboards for around $70 +. Hope this helps.

remove the ram and turn it on this should cause a memory alarm to go off.. if it doesnt them the motherboard is not checking for ram.
i would take the parts to a pc shop so they can try a different cpu.

take it out and smell it, it would smell burnt, if your eyes are good enough, you can see the imprint of mini- lightning bolts between the circuts
