Shivering is a reflex response to a lowered body core temperature. If your core temperature is low, it may take a while to warm up once you enter a warm room. They body's response will still be shivering.

yes coz our body tries to attain a temprature as near to the sorroundings as poossible so as to conserve the energy it wud hav 2 spend in maintaining the difference so due to lower body temprature it shivers to generate heat and level the temp.
