The Advanced Troubleshooting guide is really helpful in figuring out what is wrong with Dell computers. For your model, here is the link: http://support.dell.com/support/edocs/systems/dimE521/en/SM_EN/adtshoot.htm#wp1054148 According to the Troubleshooting guide for your model, "If the power light is blinking amber, the computer is receiving electrical power, but an internal power problem might exist.
Ensure that the voltage selection switch is set to match the AC power at your location (if applicable)."
The voltage selector in the US usually is set to 115v. If the voltage selector is correct, I would try the previous suggestion of unplugging the computer, wait a few minutes, and plug it back in.
If these suggestions do not work and you need to contact Dell, I would suggest using the Chat feature. It is much easier than calling, and you get a transcript of the conversation at the end. Go to Dell.com and enter “chat with a technician” in the search box. Hope this helps!

Lucky you...sounds like a power supply problem. Contact Dell and they will have it fixed since it is under Warranty. There is also a chance it could be the motherboard, but this is 99% of the time a power supply issue.

Try unplugging the power cord from the back and plugging it back in after a minute or so. If it powers on then fine, if not...call Dell. If it's brand new, it's still under warranty.

Search their website for tech solutions. We had an issue with a new laptop with the battery and I had to take it out and place it back in, and it fixed the issue.

two things.
Battery problems, dell battery have problems with their lithuim-ion battery because some of them leaks and stuff.
Your hardware: one of your proccesor stoped working
best solution is too call dell pronto.
