I don't know how much a 2002 M3 is going for but you're gonna need to drop in some major money to get it to match a modified EVO.
The EVO will save you money in the long run for modding.
Your choice, go ricer with an EVO but blow away the BMWs. Or go pretentious yuppie with the M3 but lose your @ss in a race with an EVO.
Trust me, I've blown the living crap outta stupid yuppies thinking their BMWs are faster than my EVO. I might look poor, I might look like a ricer.....but when the BMW finally pulls up next to me at the next light....who's looking stupid thinking their car is the bomb when it's really just a slow pretentious car.

I like the way that Paul S answered this question. If you are looking for a track/course car and reliability doesn't matter, go ahead and modify the heck out of a EVO. The more mods you drop into your engine the more stress it causes on the small engine (it only produces 1997cc/127ci) especially if not tuned correctly. Sure you can drop two or three turbochargers on the engine, knock the boost up to 100psi and leave just about anything behind you, but you'll also only be able to do that a couple times before that engine is gone. To be honest, by the time you drop all that money into mods and retuning the engine, you will probably have already spent enough to go ahead and buy a decent sports car that has a nice interior, nice power, good top end speed, and is much more reliable than the heavily modded EVO. Think about it, a 2003 EVO is running anywhere between $15,000-$30,000. By the time you add mods to the engine, the engine has to be retuned, it has to be properly maintained using high performance parts which aren't cheap either, you'll need to keep the tranny in check for the upgrade in power as well as the torque converter, so if you plan on ragging out a car that you don't plan on keeping very long, go with the EVO, but if you plan to drive sensibly and only use the redline every once in a blue moon, go with the M3. Eventually you will probably sell the vehicle and a BMW is going to hold its value a lot better than a Mitsubishi will. Think about this as well, when you try to sell the heavily modded Mitsubishi, people are going to look at the mods and think that the engine isn't in that great of shape because what else would a person be doing other than ragging out a vehicle that has the big muffler, some headers, a body kit, oversized pistons, a stage 3 turbo kit with a loud blow off valve, and high performance injectors? The M3 will hold its value a lot better than a modded EVO, it will outlast a modded EVO, and it will outclass a modded EVO.

It all depends on your budget and your plans for the car. High budget, plan on keeping the car for a while go for the BMW. It's going to be more expensive to maintain and modify, but you get a more dependable product over the long run. The M3 with mods will eat the evo for lunch by the way, (even if the evo is also modified). If your budget is more mid to low range, then the obvious choice is the evo because while not inexpensive, there are enough after market companies to keep the prices competitive. Resale value will be higher on the BMW because of the name, but not so bad on the evo because of the movies. Good Luck. I personally would choose the M3.

If you want to go fast and have fun, get the EVO. The BMW M3 will be troublesome and will depreciate like a rock once the next model is out. EVOs have great resale value and you'll walk all over the M3 for 1/2 the money.
But be careful with either purchase, as used EVOs or M3s tend to have been driven hard.

You'll have to decide just what attributes are important to you, and I'd also suggest you consider how much performance you want and what you intend to use it for (more on that in a moment).
The Evo offers great performance in what is anotherwise low end package. The plus is you won't pay as much - the downside is that you'll find lesser build quality and less return when you decide to get something else.
The BMW offers very good performance in a higher end package. You'll get the better build quality and better resale value - but you will pay to get this both up front and in higher ongoing costs (though in my experience BMWs are much more reliable than Mitshubishi's).
Now, the performance aspect. I drive at track events as racing (road course), and I already see people with stock Evos discovering the very hard way that they already have more car than they can drive (or, if they are lucky, that they've modified any reliability right out of it). While the ability to rocket away from a stop light might be nice, it seems like either the Evo or the BMW will do this reasonably well. Both will do great on a road course (and you'd make much bigger gains here with suspension upgrades than you would with added hp). And if you are planning to go for the drag strip? Well, you would be putting together a good car for that... but keep in mind, at 500hp, you'll be trading out any reliability that would make this usable as a daily driver. And in that picture, you'd be better getting something to build as a track only car.

I smoked a 2005 Evo in my 2006 M3. When push comes to shove it is always who has the most balls when driving. The 333 hp that I have in my M3 is plenty. The Evo was a tad faster off the line, but what no one ever tells you is that M3 with the SMG trans has a launch mode that is great for drags! Knowing that I am sure that I can take him the whole way not just on top end. I really like the SMG trans so if you can get one of those it would be ideal! Plus the first level software upgrade from Dinan (BMW) is only $300.00 which increases your rev limiter and throttle response.
I have had many pissing contests with Evo owners and I always seem to come out ahead. If you do end up with an Evo I'll race ya! (and win!)

the evo is a mitsubishi, the m3 is a bmw.
there is absolutely no comparison between the two. the evo is a stupid fast, awsome handling peice of junk with absolutely no appeal.
the bmw is a great handling, fast, beautiful, classy, awesome driving precision piece of machinery.
go for the m3, it's not even a fair fight.
and by the way, nigelshiftright, the evo has a huge disadvantage as far as residual value, you must be smoking crack.

the evo is obviously the better buy.
but if you are unsure if you should get a bmw or something else. dont get a bmw. but if your really into tuning why not a 335? sure its going to be hard to find one used right now but that thing has so much potential. or get an e36 m3 drop some money, you will end up spending as much as that 02 m3 but you will have almost a thousand streetable horses. you gotta start with an m3 that hasnt been abused though.

you said it yourself fast but no class the M3 will always show the world you know what you want in life and are willing to get it..The M3 with it's in-line 6 rear wheel drive great seats and the best ABS brakes in the business it a hard car to beat Fast is just that and you can't go fast all the time but you can look good all the time in a BMW
