Right click on the task bar and make sure you have the "lock task bar" option unchecked. Then you should be able to move it any where you want. And make sure you aren't near the edges when you go to move it. Make sure it's your cursor pointer, not the black arrow for resizing.

Make sure you are not clicking the edge of the taskbar...click the middle of it and drag it.

you need to unlock the tool bar by right clicking on it and unlocking it ./Then you can move it

it's LOCKED ( LOL if you are talking about the Explorer TOOLBAR it can't be moved to my knowledge )
