You can use various types of glue, or you can buy "padding compound." You can even color the glue, and can make "pads" of things besides plain paper... like photos, or homemade stationery, or recipe cards, etc. It's a fun thing to do!
Check out this page at my site for lots of info, lessons and supply sources:

Have fun!

in all honesty - buying a pad of paper would be an easy way to get a pad.
However, if for some reason you need to make your own - here is what you need to do.
stack your paper up evenly and neatly. Then you must make certain it will not move. Weight it down heavily with something that will provide a lot of pressure on the paper. Something VERY heavy.
Take some glue that and brush it all over one edge - completely. This glue needs to be thin enough to brush on - but will be somewhat rubbery when dry.
when the glue has dried - remove the weights and use as needed

I just get all the papers together and staple them at the top or in the corner. The pads are great for shopping lists, copying down phone numbers, etc.

punch holes and use rings ( unlike the glue you will find it usable without creasing ) use thick paper for covers
