I have just got a 2nd hand 3m 15" touch screen tft monitor. It had no power suplly so I have trid to use a universal adaptor. It is correct polarity and at 12Volts. The power LED lights up and when you unplug then plug back in the cable to pc you see the screen for a split second. The est of the time the screen is black. Would this be the adaptor or is the monitor broken? Are 3m power supples expensive?

It is best to use the power adapter made for that monitor...that way the amps and whatnot are correct too.
