Don't know about "Outshirts" Press, but "Outskirts Press" is a vanity press; they charge you money to publish your book, and more money to distribute it, and even more money to advertise it.
Follow the advice from the first answerer, or get a copy of Writer's Market (libraries have free ones), and look for agents or publishers who do children's books and send your manuscript to them.

The Science Fiction and Fantasy Writers of America (the SFWA) has an excellent page about scams called Writer Beware at:http://www.sfwa.org/beware/
They specifically warn about an agency called the Children's Literary Agency, which is a scam aimed at new Children's book writers.

Are they asking you for money? That is the sign of a scam press. Can you find any books they have published? Remember that there are looks of tiny places that publish a book or two, but that doesn't mean that they'll follow up with sales or that you'll get any royalties. I am going to give you the same advice I give anyone I who wants to publish - go to a children's writers and illustrators conference where you can make an appointment to meet with an agent or publisher and pitch your book in person.

Outskirts Press is an excellent self-publish company. Yes you pay a fee, but they will do an excellent job of publishing your book. I'm working with them now on publishing my book. They are great to work with and will answer any questions you have. They have published some best sellers also. They have some really great things they can do with/for your book.
