This morning there was a blackout that lasted about 4 hours long, When the power came back, the computer would not turn on.
It worked fine before the black out. The monitor turns on, and I tried to change power cords, and outlets for the computer, I checked the power switch in back, that was on. I did just recently install a new graphics card yesterday, and when I turn on the computer the fans or lights dont turn on. With the exceptions of two green lights in the back of the computer.
I hope this is sufficient information for anybody to point out a problem.

Sounds like the blackout may have caused a power surge and fried your motherboard. Open up the PC case while the PC is unplugged from the power source and short the CMOS jumper to clear the BIOS. Wait for a few minutes and move the jumper back to the other pins as it was originally. Plug the power cord back in and see if you can power up your PC. If there is a power switch on your PCs' ATX power supply, make sure it's in the on position. If your PC stilll won't turn on, turn it off and pull out the RAM modules except for the bare minumum the motherboard can handle. Basically, strip down the PC to the bare minimum amount of peripherals and see if it powers back on. If all this yields no results, then either your power supply or motherboard got fried due to the blackout. I suggest you buy a good UPS with at least 1500VA to power your PC in the event of another blackout.

Sounds to me like whatever caused the power outage also did some damage to your computer. I would take it in to a local computer shop and have them look at it, or if you have a friend who is good with computer hardware have them look at it.
