just type in bump under where the comments are and it automatically bumps the thread ....

On message boards, it is to post a reply in an older thread (usually a few days old) to get members' attention.. Usually this is done by impatient users to get replies to their threads, and is one step away from 'necroposting' which is reviving a thread which has been inactive (not replied to) for more than a month or so.
However, admin occasionally 'bump' their own threads to get important messages across to users, e.g. virus warnings, updates, etc.

In many forum software designs the threads are presented to a user in order of their last posting. So in order to 'bump a thread' you simply have to post in it, moving it to the top of the list when presented to users.

just to clarify my answer given the negatives - I assumed you were asking about yahoo answers. On many message boards you can bump a thread simply by posting a reply but yahoo answers does not allow you to
