Since you are asking how to remove plaster from hand, it's probably too late for this time, but next time you work with plaster (or any other substance you don't want stuck to your skin) use surgical gloves (available at most hardware stores now) ... all you'll have to do is remove the gloves and you'll have clean hands :-) I even use surgical gloves to mix ingredients when making meatloaf!

For now, I'm sure you've tried soap and water already, how about dishwashing soap? I have also used ajax to get stuff off my hands (then apply lotion). Applying vaseline sometimes helps in various situations too.

dish soap-- then lotion, then dishsoap.
next time-- put a fairly good coat of vaseline on your hands, scrape your nails on a bar of soap-- plaster-- then clean up with dishsoap.
or you could wear a cheap vinyl glove from walgreens--
