Many commercial tabletop fountains would not be suitable for fish. Some would likely be fine, but many use rocks / materials that are treated with chemicals, or are artificial, and you don't want to poison your fish.

However, you can make a fountain; I suggest you do like a paludarium thing. Start with a tank, maybe 10 gallons, fill it halfway with water. You can get a water pump and do a water fall, with rocks, gravel, etc, and put some aquatic / terrestrial plants.

If you want to do a small fountain, start with a dish no smaller than 3 gallons, arrange your own rocks, get a small water pump. The only fish suitable, really, would be a betta, if you can do it with not too much water current.
