I have 2 neighbors who have solved this problem by installing motion detector sprinklers in their yard, when the cat crosses the boundary the sprinkler goes off and the cats runs off before it has a chance to "do it's business".
I would imagine that you could find this setup in any home garden improvement center, like Lowe's or Home Depot?

A fellow gardener told me he uses pepper around plants to repel animals.

HI ..YOU WANT TO KNOW HOW TO KEEP CATS OUT OF YOUR GARDEN....I HAD THE SAME PROBLEM BUT NO MORE ...TRY FILLING A BOTTLE FULL OF WATER AND LAY IT DOWN IN YOUR GARDEN....BELIEVE ME IT REALLY WORKS...

Black pepper works. They like to poop on dry soil, so if you keep your garden slightly moist they wont go there . I got rid of one doing this

are they eating your plants? If they are try sprinkling cayenne pepper on and around the plants they are eating.
