Its actually a 1924 Champs Cigarette Issue Billy Coutu card. When he played for Montreal. The reason it is so valuable is because they stopped producing hockey cards post war, and in 1924 there were only 40 cards produced. This card is considered the Holy Grail of Hockey Cards!

Some interesting facts about him include:

He was involved in the first mulitplayer trade in the NHL

He was was the first player banned from the NHL for life when, in 1927, he attacked referee Jerry Laflamme. In a Stanley Cup game between the Boston Bruins and Ottawa Senators, several players complained about the officiating. Bruin Billy Coutu hit referee Jerry Laflamme, supposedly at the request of Bruins coach Art Ross. NHL president Frank Calder, the League's first president, expelled Coutu from the NHL for life on March 29, 1929.

If your talking about non insert hockey cards it's the o pee chee Wayne Gretzky card. Funny thing is that Topps put one out that same year of the exact same picture the only thing different is the name. Last time I checked the o pee chee was worth about $300 more than the Topps.
If your talking inserts than your guess is as good as mine because inserts seem to have a higher value the year they come out and drop in value latter unless it's a signature or a serial number they seem to hold there price better. Like I had a Martin Havalt Rookie Crome serial number 2 of 35 when it first came out the value was $200 american, a year and a half latter it's only worth $50 american. Go figure

Probably a wayne gretsky rookie card, he was the best NHL payer, but the card is not that old so i could be wrong
