Baking soda will do the trick. Take a damp scrubby sponge and sprinkle baking soda on the scuff. Add just a little water to make a paste and use the dampened scrubby to agitate. It will remove the rubber scuff without damaging the shine on the lineoleum. Rinse off the remaining paste, viola, clean!

Put on a pair of white-soled gym shoes and stand on top of each black mark and twist in a circle. It really pulls/erases off the black mark. And you don't have to get on your hands and knees to do it. White cotton gym socks work but not as well (takes longer and doesn't always get all the marks up.)
If you're just really in the mood to get on your hands and knees or don't own a pair of white soled shoes, the Mr. Clean Magic Eraser will do it but if you rub too hard for too long you will take a miniscule layer of the shiny coat on the top of the linoleum off with it.

I work at an elementary school and the floors are always getting black scuff marks. Put a small cut into a tennis ball and put it on the end of a broom or mop stick. While standing, you can hold the broom/mop and rub the tennis ball on the marks. The kids always want to rub the floors. Rubbing the marks with the bottom of white soled gym shoes always works, too.

Mr. Clean's Magic Eraser is awesome, but if it's just rubber scuff marks, then a regular pencil eraser will get it up. You could also just rub your shoe over it and it will come up. The janitor at our church walks around with a broomstick that has a tennis ball on the end of it to get up all the scuffs and that works, too.

A magic eraser, I keep one under my kitchen sink just for that reason alone. Just wet, ring it out, and wipe away. Works great on walls, shoes, just about anything. I use it all over the house.

i know this sounds weird but used dryer sheets work well and also those scrubby pads you use for dishes. make sure if you use dryer sheets they are used at least once as if you use new ones the solution can make your floor slippery
