You might get it from here, and if you Google it, there are other sites. Download means to transfer data from one computer to another over a network. Merely transferring files from someplace on your computer, such as a cd in a drive or a flash stick in the USB port, to another place on your computer is just that, transferring, which can be cut and paste or copy and paste.....

Another thing is what you mean by "it won't allow you to do it that way." Normally, you download an installation file from a site and then you have to click on the file you downloaded to run the installation program. But there are cases, such as the Windows Update site, where an installation is initiated over the internet.

If you cannot download Direct X from Microsoft's site, then it means you do not have a legitimate copy of XP, or your operating system doesn't support it. If you have the installation file to click on and run, and it won't install, then you have an operating system that doesn't support DirectX9.0 also.

If you really must download it, but without using the internet you could get it from a game CD, set up an FTP or share off one machine, and connect it to another machine using a crossover network (or serial) cable and download it.

If you have it on a game or on a CD that you get a friend to burn, you could just install it instead.

The only way you can download ANYTHING is through the Internet. You have to be connected to the Internet to be able to connect to another computer and request a file to be transferred to your PC.

Many video card driver disks or video game disks will come with DirectX 9.0 installation on the CD. Check one out.
