Depends on your definition of "best".
Best price? probably drug store varieties.
Best quality? Once again depends on what you're looking for. If you are concerned about the chemicals and fillers most makeup companies use, I would recommend ARbonne. Their products are all botanically based. Formulated in Switzerland, made in the USA.
I use their mineral powder foundation. It's light and airy and has light reflecting quality to it. And it's not full of fillers like Avon's is.

I have used so so so many different ones and I finally found my favorite when my boyfriends mom started selling Mary Kay. The medium coverage foundation and the face powder over it gives me a flawless complexion. This is her website and it has her contact info on it.

If you don't have dried up skin, I recommend TruBlend by Cover Girl. Why I say only if you don't have dry skin is because, when you have peeling, dry skin, the true blend just looks horrible. But otherwise it covers acne great and it actually made my acne decrease a bit.

I feel in love with Maybelline Whipped foundation. It's great! It covers up imperfections perfectly and it really blends well with any skin tone. I also love it because it's affordable and you can get it at any Walmart,Walgreens,etc......

i normally use anthing thats oil free it cuts back on breaking out causes there is already enough oils in the skin you don't need more being add by your make up i've found make up from neutrogina works really well.
