You need to apply via the Public Service Commision of Canada. Here is a link http://www.jobs-emplois.gc.ca/menu/alljobs_e.htm

This site also has links to the websites of other Fed Govt Organizations who do not hire through the commision and do their own hiring (eg. Bank of Canada, Canada Post, ect) Just do a search for your province and at the bottom of the available jobs through the commision, are some links for 'other governmental organizations'

If you are wanting to work for a Provincial Government, they too have their own Public Service Commision sites
