As a professional Makeup Artist I would have the say that MAC Studio Fix is the best powder to cover everything and still look natural. Studio Fix is a powder and foundation in one that combines good coverage with ease of application. Designed to be used dry, the powder and pigments create a matte, velvety texture. It contains Silica, which helps to maintain a matte finish by absorbing oils on the skin, as well as Talc to provide a smoother, less reflective, matte finish. The talc has been milled to a microscopic size to provide a beautiful texture while allowing the skin to breathe. This product is long-wearing. It is available in a wide range of colours. It can be applied with a brush, sponge, or a powder puff.
MAC Face and Body provides the best liquid all day natural look. Face and Body is A water-based, water-resistant foundation that provides long-lasting, natural coverage for face and/or body. Ideal for all skin types. Face and Body Foundation provides sheer, natural looking coverage in an easy to blend, water-resistant formula. The long-lasting formula is available in a wide range of colours and contains several emollients to help moisturize and condition the skin. It delivers professional looking results that meet the exacting standards of beauty photography and is ideal for perfecting the face and body.

Two suggestions are:
Mac Makeup - outstanding product. Can be purchased on-line or at Macy's & Kaufman's department stores.
For incredible coverage, you can try foundation/powder from a costume rental/sales establishment. They will show you how to apply it so that it will last all day, even in the rain. This will give you unbelievable coverage, and the cost of these products is usually less than traditional brand names.

Use Bare Escentuals Bare Minerals. All of their make-up is mineral powder...foundation, concealer, eyeshadows, eyeliners, blush...It's amazing stuff!! You can find it at Sephora and Ulta Salons....they also have it available at qvc.com...and I'm pretty sure they have their own website. I tried it and will never use anything else again! I also don't have breakouts anymore! It's the best!

I use Awake light focus powder makeup from Bath and Body Works ($36). You can get quality makeup anywhere, except dont bother using 99 cent products that say Wet n' Wild and N.Y.C on them.
