It could be feet fungus, or he could be stepping in his own poop... Go to your local pet store, buy small animal shampoo, and wash off his foot. If it still doesn't come off you should take him to the vet after that.
Clean his whole entire cage well. Wash everything, and clean it with detergent. Wash it real well to get rid of all the bacteria.

Your hamster could be allergic to the bedding used in his cage. If cleaning his foot doesn't cure the problem, or shows that there is more to the problem than just having dirty feet, try changing from cedar to pine or pine to cedar... You should clean your hamster's cage often!
