Flames out the tail pipe on rally cars are caused by to much fuel not being burnt. Fuel pools in exhaust til the mixture is right then explodes. Not good for the exhaust system and as for passing a smog test forget it.Its a cool effect but not very good for a street cars.Rally cars do not do this with a spark plug in the tail pipe.

Go ahead and buy the whole kit to do it yourself at the link below for $50. Or look at the parts listed and purchase them yourself for about $25. All you really need is a coil two spark plugs and 45 minutes, and maybe some bail money (depending on where you live)

exhaust flames are usually created by installing spark plugs into the exhaust pipes and are triggered from inside the car. the flames do not come from the engine and are generally safe unless you have a field of dry grass behind the car when you light them off.

Your car can most certainly be modified to do this, and it is relatively simple, but many states prohibit this modification due to the fact it is potentially harmful for other vehicles, and the general safety of the public.
