For New Year's Eve I am wearing a black vest that has a small DKNY logo in red letters and a black long sleeve shirt underneath with a pair of dark blue jeans with either a red belt and red pumps with my red handbag. Or should I wear a black belt,shoes,and bag.

Definitely do the black shirt underneath the vest. The red belt and shoes sound great...
How about a leopard-print purse to break up everything else? I think with the straight red and black, you will look too "outfitted."
I have a red trench coat with black buttons that I either wear my leopard-print heels with, or if I wear black heels I carry a leopard purse, and I always get compliments.
