A Phishing Filter works in a couple of ways.

It looks at websites for common traits associated with Phishing scams and warns you if any are detected. It leaves it up to you if you visit the site or not.

It checks sites against a known lists of Phishing Sites. This is very difficult since Microsoft estimates over 1000 new Phishing sites are started everyday.

At the same time, several hundred Phishing Sites are shut down everyday when MS and other security companies notify the Authorities, ISP and Domain providers of their activities.

The reason there are so many starting everyday is Phishing is almost completely under the control of Organized Crime and is very profitable. They have "Boiler Rooms" full (hundreds) of computers doing Phishing operations. There are hundred of these "Boiler Room" operations worldwide.
