My Reliance Electric Hot Water Heater Model 606. When power is applied the overflow begins to run, although not as fast as when I test the valve by flipping the lever. This happens as soon as power is applied. When I remove power the overflow stops.

Power=Electricity? there is no pump, so that shouldn't contribute to the problem. If you mean when you turn the water supply on....then the overflow has some trash in it and can't close completely(or is just faulty). You may try replacing the overflow/pop-off mechanism itself.

Hot water expands when it gets hot. Make sure your water is not too hot. If too hot the PRV will bleed off. If it is too hot it is either a stuck thermostat or grounded element. A grounded element will stay on even with good thermostat's. Also check to see if your water meter has been replaced. Many replacements have check valves that keep the water expanding when heated. This will also cause the PRV to seep. If it has been replaced, check with your water dept. They can advise you of a couple of solutions.
