If you left click on any blank spot of the Windows Taskbar and hold it while moving the mouse you will see that you can position it on the right, left, top or bottom of your computer screen.

You can also re-size the Taskbar by moving the mouse cursor to the edge until the cursor turns into a double arrow. At this point just left click and hold and move the mouse to enlarge or reduce the size to your liking.

If you find that you cannot re-size or move the Windows Taskbar you may have it locked. Just right click on any blank spot and in the window that appears make sure that there is no check next to Lock the Taskbar.

Right click on an empty spot, and make sure that there is no check, by lock the toolbar. Then hold down the left mouse button, and drag it to where you want it. Once you have it there, then check, lock the toolbar. Another way to do it, is to right click on it, and it will say, cascade windows-tile windows horizontally-tile windows vertically, choose horizontally, if you want the bar at the bottom. You said toolbar, but I think you meant taskbar, the one that is usually at the bottom..good luck..

Go to the tool bar and click and hold the mouse button. Drag the tool bar back into the place you wish to have it located. This should fix your problem.

Do you mean you've actually turned the whole screen sideways? If os, then this is a feature of some graphics card drivers and you can switch it back again by holding down the following keys all together:

Ctrl and Alt and the up cursor key.
