im here in japan and dont have a plan to go back in philippines to renew my expired driver's license but i need to renew it.also, to get a authenticated certificates from dfa and malacanang

well.... honestly you cant........ both those papers wants you to bepresent as a person there.... so you need to be really present there...... but... well.... you can "ask" somebody from those offices if you know "them".... they can process for you..... its the red tape i am pertaining to.... so..... if you will do it honestly.. you cant... sad to say.....

No. You have to be at the LTO (Land Transportation Office) -personally- to renew your Philippine Driver's License. You cannot ask someone elso to do it for you.
After doing that, then you can get your authenticated certificates from the DFA and Malacanang.

Don't worry having your Driver license expire... you can renew it anytime when you are back home. You can't use it in Japan. The cost of renewing it while you are away is greater than the cost paying the penalties.... relax.

sorry, you have to be here to renew your driver's license. you also have to take a medical exam (urinalysis and physical exam) becoz it's a requirement. Once it's complete they will have to take a digital pic for the ID and sign it. Since you said that it's already expired, then just pay for the penalties and they will renew your license.

There are several places which will renew it in 45 minutes (sure beats the one year wait it took me last time), but you have to be there in person because they take your digital picture and signature. It wouldn't do to have somebody else do it.
