In the US at least...
Paris Hilton (famous cause she's rich?? WTF is that about)
Donal Trump (Same as above)
Angelina Jolie (she wrecked a marriage and yet people STILL rave about what a wonderful person she is)
Brad Pitt (Uhm yea he CHEATED on his wife but is still considered one of the sexiest men alive)
I guess basically celebs are over rated because we, the public allow them too much glory. The people we NEED to be looking up to are doctors, nurses, teachers, police officers, fire fighters and our men and women in the military . Not people that get married and divorced twenty times a year and walk around flashing their goodies in the tabloids. Just my opinion though. :)

A "celeb" is somebody who is famous. They are usually famous for being good at something (e.g. Sport or Acting) or for being in the public eye because of the chance of their birth (Royal Family for example).
Andy Warhol once said that everybody " will be world famous for fifteen minutes". It refers to the idea that some celebrities are only briefly famous before media attention passes to some new person when the public's interest and attention span is exhausted. Reality TV stars seem to me to fall into this category nicely. Here today and long gone tomorrow!
To "rate" a celebrity you would need to decide whether we are rating them against standards in the world which is the source of their fame. David Beckham as a footballer, for example.
Or you could rate them as celebs alone. Arguably Beckham is now more highly rated as a "celeb" than he is as a footballer. But that rating is subjective.

There's just way too many to count (Paris Hilton, Britney Spears, Brad Pitt, Angelina Jolie, Jennifer Aniston, Lindsay Lohan, Beyonce, etc.). The list goes on and on.

I don't think that Yahoo Answers has set aside enough bandwidth to answer that question in detail. But I'll name just a few:
Diddy
Brooke Hogan
Jessica Alba
Mario Lopez
Justin Timberlake
Lindsay Lohan
Paris Hilton
All reality show stars turned actors, authors, solo musicians, stars of their own shows, etc.

every single damn one of them. i used to be OBSESSED with them. then i realized that i'm part of the problem in why they get WAY too much attention. they're all publicity whores. kind a pissed off that i saw brangelina for the ten thousandth time on ABC and CNN while watching the news. why do i care where they went to christmas for? it's annoying. how about they do a special where regular normal people do christmas. but nooooo they got get some idiots in there to boost their ratings.

All of them really. Think about it. They get payed for dressing up and win major awards for playing pretend. No one pays attention to Fireman, policeman, teachers, EMTs, military people who save us and protect us and teach us everyday. Instead we worship at the feet of those who can pretend thier someone else.
