No. Cheney is de facto President, Bush is just a figurehead. It's much like in Texas, where Bush was the figurehead governor and the Lt. Governor really runs the state according to the Constitution they wrote during Northern Occupation, when they ahd a Military Governor.

There have been several attempts already- 3 at last count, none serious. Cheney is his life insurance policy. The only reason there have been no serious attempts is because they're scared of who would be president afterwards.
