Yes you have to subscribe for Internet service from the cable company in order to use the cable modem. Otherwise to use dial up service a regular telephone modem is used.
Two different devices to connect to the Internet two different ways.
The cable service will be 100's of times faster and won't tie up you phone line. Drop some more coin and subscribe for Internet cable service

Dial up modems connect to the phone line.
Cable modems connect to your tv cable.
ADSL or DSL modems connect to the phone line (using a filter adapter).
All 3 are different kinds of modems and ARE NOT interchangable.
Having said that, cable rocks and dial up sucks, so sign up for Cable internet and make use of that modem!

You can use dial up, but it'll be pointless if you have a cable modem (and you'll want to use your modem since you have it). Try seeing how much it is to have cable internet in your residence and getting that. Its greatly faster and you'll appreciate it alot more.
