it states that there is an error in the winlogon.exe and it cannot read the memory; what should I do; I cannot run the virus scan because the computer will not come on; cannot put it into safe mode either

you should tru taking out the memmory sticks , waiting like 5min .. then puting them back in .. but if its a starrt up problem . you might have had a power serge and that could have messed up the power supply box... also check if you need to feplace your CMOS battery... hope i was able to help.
