it sounds like you want to invest in low income producing or challenged property. Your english is a little difficult to understand. Are you a contractor or an investor? Or both? Generally infill property that is not performing at its highest and best use can be rezoned if necessary, re-engineered and redeveloped--preferably in a hot and growing area. The process is probably loads different here. No, it is very different. The only similarities is that a hot market is a hot market.
