Depends on the type of letter:
A business/formal letter means that there is nothing else as opposed to "enclosures" or "attachments" which mean there are other items in the envelope or attached to the letter.
A love letter: X usually means "kisses" while O's are hugs.

There are many posiblities.
The Whole Kisses and Hugs things is one.
It could mean " Sealed with Love" or "Sealed with a Kiss" as well.
It could mean naughty stuff is hidden in there.
It could indicate a note or be cryptic
It could indicate something is hidden that involves something special
It could indicate there should be more in another letter
It could indicate there is some thing physical attached to this,.. like a gift.
It could indicate there is a Folder/File along with it or to go with it.
Or something else could be included like photos, a CD,.. maybe more Letters (Not like Numbers but like Writen from a person to a person)

Actually, those answers are wrong. Usually it appears on a business letter meaning "Signed Anymous." This also somtimes means there were more people than one who wrote or had ideas to write the letter.
