YES they are, as well as other tourist spots, except Chinatown.

If you are visiting Singapore during the CNY, you MUST try to visit Chinatown for night (day will be too hot) shopping up to the eve of CNY, an experience of the festive mood not to be missed... but do dress really cool, it's jam-packed with hundreds and thousands of folks doing last minute bargain hunting shopping or just to see see look look. After the eve, chinatown becomes a ghost town for a couple of days... But there's always little india (serangoon) and malay village (geylang serai) to visit, for some local shopping, or visit other tourist spot like the Zoo and Birdpark...

All major shopping malls will be open by the third day, if not during of CNY

I've tried to find info for you online but they didn't state if Sentosa will be open during Chinese New Year. However, I believe it is open throughout the whole year round. And because it is a famous resort for tourists, so it will remain operating 24/7, even on Public Holidays.

You may wish to call them to find out more at:
To speak to our Guest Services Officer, please call 1800-SENTOSA (736-8672).
Operating Hrs: Mon - Sun, from 9am - 6.30pm.
Visit http://www.sentosa.com.sg/index.html for more details.

Chinese New Yr (CNY) Day 1 starts on 18th Feb 2007, Day 2 is 19th Feb 2007 and so forth. Most shopping malls will be opened by the 3rd day of CNY, which is on 20th Feb 2007. You should be able start shopping then. There shall be sales going on as well. Happy shopping!
