I HAVE NO CLUE! It pisses me off to, I will be watching one show and it'll go to a commercial, so I'll go to another show and same thing.......COMMERCIALS!!
But oh well lol it'll teach me to stick with watching one show at a time.

Most shows fit the same pattern of production where they have a 1st, 2nd, and 3rd act with commercial breaks in between. Some shows squeeze in more commercial breaks that might be shorter, but the length of the episode should be about the same.

My guess is that the networks have done studies about the optimum length of time a person can remain engaged in a program. They probably time it so the commercials will hit before people start to lose focus on what they're watching, with the hope that when the show comes back from the commercials that they can rehook you and start the cycle over again.

I think the commercial industry finally figured it out that we were changing channels and fixed it by having stations show commercials at the same time.
I have Directv satellite though and I can usually find one channel that's not showing commercials at the same time.

~My guess it that the commercials pay for the shows, so they have to show the commercials at certain times and most shows are a half hour to an hour long.~
