Actually if your PC has a 1x PCI-E slot, then your graphics card won't even fit in it (too small). It looks like it is set to only run at X1 in your BIOS. Hit F2 and it will take you into your BIOS. Somewhere in there, you should be able to set your PCI-E to X16. What it means is your video card is only able to move a fraction of the data from your video card slot to your CPU and is running at lower than optimal performance.
OK, found a picture of the insides here.

The very top black slot is your PCI-E X16. That's where your card should go. The PCI-E X1 is that tiny short slot at the very bottom and your graphics card won't even fit in there.

Yes, your card is in the wrong slot. The Dimension 4700 has both a PCI-Express x16 slot (usually farthest to the left) in addition to a PCI-Express X1 slot, and two regular PCI slots. Since you've put the card in the X1, slot, it's performance is limited.
However, I must ask why a 6200 LE? That's a very low-end GeForce card, fine for general-purpose computing, but no good for gaming- it's just a little better than integrated motherboard video.
These days, you're much better off with a 7300 (still a budget card- maybe $15 more) or move into the midrange with something like a 7600. But anything less than a 6600 is pretty much useless for gaming.

There are 2 PCI-E Slots for your graphics card in your computer. One slot is 16x and the other is 1x. I would suggest checking your manual to see if you put the card in the correct slot. The message keeps popping up because the 1x is so much slower than the 16x. You most likely will not be able to run any games in the 1x slot.

Go to this link for details about using the System Setup :
http://www.webmadeeasy.net/ComputerDocs/Dell/Dimension/4700/ServiceManual/syssetup.htm#wp1052321
Go to the Video settings & choose PCI-E as the primary adapter as opposed to the onboard adapter.
*** as mentioned in the previous reply MAKE SURE the card is in the PCI-E slot & not in a regular PCI slot
According to the specs you have a free PCI_E slot for the card:

From what I actually have got here upon how are you even plugging in that card. in accordance to the specs you do not have a PCI-e slot, basically PCI and AGP. except you're utilising the AGP slot and taking under consideration PCI-E. the basically way you've a PCI-E slot is it will be a distinct computing device, except the specs are incorrect, confirm that. yet besides, searching on which gx260 you've relies upon on the dimensions PSU, alongside with, small form-ingredient computing device: one hundred and sixty W small personal computer computing device: one hundred and eighty W small mini-tower computing device: 250 W Even the 250w isn't adequate ability to run that card, as Scott is pointing out in his answer there is not adequate ability that you'll get an illustration. you'll choose a minimum of a 400w, that's exceptionally a lot the minimum. I actually have considered one someplace for a slimline i elect to say it became 450w, yet when I undergo in concepts correct it became round $one hundred and eighty. i got here upon some low profile PSU's that were 750w and round $550. ideal option is to bypass with an complete ATX tower. you'll locate the low profile hardware on line, regardless of the indisputable fact that it really is a discomfort finding them. in case you won't be able to have the funds for to placed a good purchase into it on the instantaneous i'd propose looking for an ATI X1650 video card. I actually have appeared round for this card previously yet basically got here upon the X1650 professional. I basically appeared and that i might want to easily hit upon the X1650 professional 512mb card. under no circumstances concepts on that one, basically appeared at it lower back and it isn't obtainable. as well that you're setting up the drivers backwards, you position interior the cardboard first then the drivers.

perhaps your gfx card is in the wrong slot.. it must be in the PCI-E slot to benefit from the speed increase, if it is in a PCI slot (i havnt tried it and am surprised it even works) it would be reasonable to assume youd get said error.
