Scarecrow actually studies phobias and has his delusional gasses, fumes, etc. react differently depending on whoever falls victim to it. Mysterio is a special-effects specialist and just does whatever the situation may call for. Physically, however, Mysterio is superior, and if he were to realize what was happening to him, he could easily take out the Scarecrow.

My money is on Mysterio.

Unless they have upgraded Mysterio lately, I’d have to say scarecrow. Here’s why. Jonathan (Scarecrow) Crane is more psychotic, more vicious, and more deadly. Mysterio was just a guy who used movie special effects to seem mysterious. Mysterio would still be vulnerable to Crane’s fear gas; it does not need to be breathed (hence the fishbowl helmet would not protect him. It is like nerve gas in that respect, it can be absorbed by the skin and only tiny amounts of it are needed to make a person absolutely helpless with fear.

Mysterio, hands down. Scarecrow, however intelligent, he hardly ever makes progress in his schemes thus he's frequently a henchman. Mysterio is much better skilled. His illusionist capabilities go far beyond technical equipment, he is also well versed in halucinogens. He had Daredevil believe that he was dealing with the anti-christ.

mysterio is just an illusionist and if scarecrow has this in mind he can easily take advantage of it. mysterio plays on phobias and scarecrow induces or creates them, driving the person mad. if scarecrow induces a phobia in mysterio it would then make his own attack work against him. driving him to insanity or some state of shock by the overwhelming amount of fear rendering him immobile.

Scarecrow. They are both smart, but scarecrow is more viscious. A little more psychotic.
