While I do agree with R.Me, unfortunately there is the British run of Secret Wars that ran for quite a few issues more due to the fact that the American Issues were broken down into smaller segments and released weekly rather monthly.
But in answer to the question at hand, Firstly I do not know what happened in issue 18 of the British Run, Secondly there was indeed only 12 issues in the American original series, Lastly Secret Wars II (which is whole other kettle of fish that we will not go into) only ran for 9 issues in America, but again the British run lasted a whole lot more.

Secret Wars I was only a 12-issue limited series, so there is no issue #18, [Secret Wars II was a 9-issue limited series]. Perhaps you're referring to Secret Wars I #8, the issue that introduced Spider-Man's black costume/symbiote, that would eventually become Venom. The black suit design was based on the one used by Spider-Woman II, also introduced in the same miniseries.
Answers.com describes this event as follows: "During the Secret Wars limited series, Spider-Man is taken to an alien planet, where he participates in a battle between Earth's greatest heroes and villains. When his suit is destroyed in the fight, Peter[/Spider-Man] sets out to make himself a new one and comes across a machine which conjures him a black suit that responds to his thoughts, provides him an unlimited supply of web-fluid, and can change its appearance at his command. "

Oh there are only 12. I have 1 to 11. Think I've seen number 12 on ebay a few times and it's not at all expensive.
