According to figures in 2004, Toyota is the Team with the biggest budget with 600 million USD a year, followed by Ferrari with a little more than 500 million USD a year, of which approx. 50% come from Marlboro. Sauber was at the time on a budget of 360 Mil. USD and Minardi was at 240 Mil. USD.
However, Teams will be restricted to a budget of 100 Mil USd a year as of 2008.

Maybe Ferrari has the biggest budget, but comparing the budgets to the accomplishments, I'd have to say that the biggest money-wasters have to be Toyota and the team that uses up its budget the most efficiently is Renault (a third of Toyota or Ferrari's budget).
The budget that Toyota has is estimated at around 500 million dollars. So, with all that money, one would expect results. But they don't come. That means that they're truly wasting money.

It really hasn't paid dividends, but it's believed Toyota may be the biggest spenders in the Formula One paddock with an estimated annual budget of close to $500 (it was $375 million in 2003).
Depending on who you believe, the next two `heavy-hitters' in order, are Ferrari and McLaren or McLaren and Ferrari.
Regardless, they are all spending far too much money and the racing isn't any better now than the times when Ken Tyrrell ate sandwiches for lunch in a tent in a muddy field.

I'm a Japanese.I live in Osaka.
In Japan, we think that Toyota has the biggest budget,too.
Generally speaking,it costed Toyota about 50billion yen a year to operate F1 team.
It seems that Toyota wanna win before Honda wins!
As Toyota wanna win as soon as possible,I think Toyota will spend more money next year.
(Toyota has a lot of money than some banks in Japan.)

Ferrari & Toyota are equal more or less. Ferrari has the Fiat empire behind it, and I also believe they are supported by the Italian Government to a certain extent a little like Ligier used to be with the French government. Rough guesstimates are at least $600million a year for each.
