On the game i got to Celabon City and there is a pokemon in the road on route 16, how do i get him out of the way. also there is another one on route 11.

Snorlax, he's on level 30. You'll need to defeat Team Rocket in the underground game corner and recieve the silph scope and then go back to Lavender Town and after rescusing Mr. Fuji you'll recieve the poke flute from him. Stock up on great balls and go to either the snorlax outside celadon or vermillion and click on snorlax to wake him.

you go to lavender town( i think that is what it is called) and you go to the top of the pokeon tower to save mr. fugi and he will give you a poke flute which should wake up those snorlax.
