I live in an apartment complex tell the oficce numeros times and do nothingt about it

Depends on the nature of the complaint. If it's illegal activity contact the local police department.

If it is violations of the complex rules, find out the management company and escalate your complaint. Ask for the manager and if they don't respond, contact the management companies main office and ask to speak with a manager there. The higher up you go, the more likely you are to get results.

Start keeping a journal of all the incidents the neighbors are doing, all the times you tell the apartment complex manager (back it up with letters and keep a copy for yourself). If still nothing is done, go to the police and file a complaint and bring the journal and letters to landlord as exhibits.

If it is a noise violation that is one thing, if however you think there is criminal activity involved, keep track of incoming and outgoing people, also without being obvious about it, try getting the license plates of the parties involved and a brief description of what the people look like.

If your management office does nothing about your complaints, threaten breach of the lease (warranty of habitability or simple breach of cotnract)
