Check your local zoning. If it's single family residential you'll need a zoning variance. You get all of that info at City Hall.

You should contact the planning committe of your city. The can tell you what the zoning is for your house as it it now. While you have them on the phone or you are there find odut what are the possibility of the city changing the zoning, you are trying to get his knowledge of what has happened in the past.
You will need to get the necessary forms to complete the request. In a few instances you might be required to go before the city council to request the zone change. The forms will come with the instructions as to what you will need to bring in with your completed form. Make sure you have everything. Leaving our or omitting one item could delay a decision on your rfequest for a long time.
Yuo might need someone to draw what you want so the approving authority can get an idea about what you are attempting to do. You might be required to address the potential parking problem because now instead of 2 potential cars you now have the potential for 8 and if there are teenagers lioving there more. Another thing that might need to be addressed is how will this structure impact the rest of the neighborhood.
Some cities allow you just to apply through the planning commission and they either approve or deny it.
You should find out what your cities procedures are, so you can be prepared. Some will allow you to bring a contractor or others there to testify on your behalf, some don't.
Most zoning will allow 1-2 units with the same zoning, but a 4 unit will have more of an impact on the area so you might be required to get a zoning variance.
If there are alreadyh 4 plexes in this area you might not have as many worries, but if there are not you are breaking new ground with the city and possible from some of your neghbors, who own their own homes and now don't want potential renters residing in their neighborhood.

If you live in the city, call the city hall main number and ask them for the name and number of the department you need to work with. If you live in the county unincorporated area, contact the county administrator's office for the department information. You can find the phone numbers in the government section of your phone book. If you're working with a contractor, s/he should know the departments involved.
