Sit down and talk to your family members, one at a time, and find out what they think is weird about your neighbor. When they are forced (in a non threatening way) to articulate just what it is that they are uncomfortable with, they may discover that it is superficial or some psychological baggage of their own from years ago. If it is just a 'social' appearance thing, thank them for their input and inform them that you are willing to over look such superfluous things to establish a friendship with your neighbor. Don't assume their answers, ask them. They may have a legitimate concern that you haven't thought of as of yet. Respect their right to their opinion and ask them to respect your right to yours.

If you and he are friends, then why worry about what your folks think? Explain to them, he is your friend, and explain to them why you feel this way.
Parents only seek an understanding from their children. They are not always right in choosing who their children can hang with. They do it out of concern, perhaps by protecting the child from trouble or from grief. BUT, in most cases, parents make conclusion by appearance, by family traits, or by word of mouth (usually community gossip) Either way their minds are made up - ahhh, but so is yours!
If it were me, I would make the choice, and if they are uncomfortable with it, I would explain to them, 'hey, I don't have a problem with him - if you do - then YOU talk to him and tell him why you don't want him to hang with me.' Chances are, your parents will back-off then.

Be his friend, Good friends don't grow on trees. If it does get weird just keep your distance and your mouth shut! (Unless he is a danger to himself or others that is)
