It means that if you are in possession of something you pretty much own it. So that means if you caught with drugs on your person you cannot say I was just holding it for a friend because possission is 9/10's of the law.

It means that if someone disputes the ownership of an item someone has in their possession, the onus is on them to prove that that person is not the legal owner of that item. Until then, the item stays with the person who is in possession of it.
