No. For that matter, I wish that there were tighter restrictions on information sharing for all companies. Our mailboxes are flooded by offers, which is a huge waste of paper and time (theirs for assembling it, post office for sorting and delivering, and mine for opening and shredding).

They should not. But the situation is that the credit card companies have been extremely aggressive in their research of how to get new customers. They have realized that if they can get naive young people to start this habit early, the companies have them hooked for life. So they have devised ways of getting the universities/colleges to offer up students' information by making it seem advantageous to the universities and the students.
