Chad's trying to defend against rebel attacks supposedly supported by Sudan and is concerned that the Darfur conflict will spread over into it's borders.
Ethiopia has US approval to fire upon Somalia because of the growing strength of Islamic militias which may be friendly to al Qaeda militants. Also a priority U.S. goal in Somalia is the capture of three reputed al Qaeda militants wanted for bombing U.S. Embassies in Kenya and Tanzania in 1998 and a Kenya hotel in 2002.
The African Union is attempting to be the peace-keeping power in the area (instead of the UN). The AU has troops in several areas including Sudan but will pull out of some areas due to it's mandate expiring. Likely the UN peace-keeping forces will get in the problem areas in 2007
